Statnett’s 10 February Sauda–Gismarvik note is an NVE investigation programme, not reserved Haugaland hall power

NVE set the investigation programme for two new 420 kV Sauda–Gismarvik lines on 10 February 2026. An investigation programme is not reserved offtake.

NVE’s Sauda–Gismarvik case page, with Statnett’s project hub beside it, is the dated programme source used here. NVE writes that it set the investigation programme on 10 February 2026 for new lines in Sauda, Etne, Vindafjord and Tysvær. Statnett plans two new parallel 420 kV lines between the Sauda and Gismarvik transformer stations, to replace the existing Sauda–Håvik and Sauda–Kårstø lines. A set programme is not reserved hall offtake.

The neighbour-and-cost sentence must stay a neighbour-and-cost sentence. Statnett’s hub writes that Statnett already has a concession to build Blåfalli–Gismarvik, and that the new lines now being planned will run to the new Gismarvik station in Tysvær. Today’s 300 kV lines are to be dismantled when the new lines are finished. The printed Q1 2026 cost range is 2,900–4,200 million Norwegian kroner. That range is a project-cost estimate on NVE’s PlanNett update cycle. It is not a hall price and not a reserved megawatt.

The process sentence must stay a process sentence. The notice was sent to NVE in June 2024. The hearing deadline on the notice is written as 4 May 2025. The next step is written as Statnett working on the programme, then filing an application with impact studies, after which NVE holds a new hearing. The work sits in steps three and four of five in Statnett’s area plan for the Bergen area and Haugalandet. A programme-and-filing sequence is not a live Haugaland hall.

This article does not merge Blåfalli–Gismarvik into the Sauda–Gismarvik programme or import a reserved hall offtake into a 10 February NVE line.

The next update would need a later primary source that names a concession application with impact studies, a concession decision, or a reserved consumption agreement beside the two 420 kV lines. Until then, the February programme stays a grid paper — not reserved Haugaland hall capacity.

Why it matters

A 420 kV Haugalandet headline with a printed billion-kroner range is easy to file as spare hall power. The 10 February note is usable only if the investigation programme stays a programme — not a reservation.

What remains unknown

The pages do not file the impact-study application, grant a Sauda–Gismarvik concession or name a reserved hall offtake beside Gismarvik.
