Statnett’s ≥100 MW maturity rules are a Norwegian zoning screen, not a Swedish hall reservation

Statnett’s consultation of 26 May 2026, and the PDF in force from 1 July 2026, tighten maturity rules for consumption connections of 100 MW or more so capacity is not reserved for projects without progress. A Norwegian screen is not a Swedish offtake.

Statnett’s 26 May 2026 consultation page is the dated rule source used here. It says Statnett is tightening maturity requirements for consumption connections of 100 MW or more. The stated aim is to manage available grid capacity efficiently and give priority to projects that can actually be delivered, so that capacity is not left reserved for projects without sufficient progress. The consultation deadline was 29 May 2026. The accompanying PDF is titled as the maturity requirements in force from 1 July 2026. A rule change is not a named hall.

The zoning sentence must stay a zoning sentence. The PDF says the necessary land must be zoned for the relevant purpose. Allocation for industry in a municipal master-plan land-use part is not enough. A statement that rezoning has started and will happen in due course is also not enough. Land rights must be shown through a purchase or lease, an option, or documentation that expropriation is a realistic path. Those are maturity papers. They are not a Swedish detailed plan.

The clock sentence must stay a clock sentence. The PDF’s main rule is a realisation time of at most six years from the maturity date for commissioning the whole applied offtake, with a documented exception path up to ten years. Projects already in the capacity queue must have the necessary land and zoning plans in place within two years after the new rules take effect — that is, by 1 July 2028 — unless weighty documented reasons say otherwise. Delay beyond two years can start a cancellation process. Those are Norwegian queue clocks. They are not a reserved Swedish megawatt.

The next update would need a later primary source that names a cancelled Norwegian reservation, a new mature application or a Swedish instrument that actually copies these clocks. Until then, the July PDF stays a Norwegian screen — not reserved Swedish hall capacity.

Why it matters

A Nordic ≥100 MW maturity headline is easy to file as a Swedish queue clean-out. The July rules are usable only if they stay a Norwegian zoning and clock screen.

What remains unknown

The consultation and PDF do not name a cancelled Swedish reservation, a copied Svenska kraftnät rule or a reserved hall megawatt in Norway or Sweden.
