Statnett’s 20 March Lebesby–Seidafjellet note is a joint progress plan, not reserved Varangerbotn hall power

On 20 March 2026 Statnett published a joint NVE–Statnett progress plan for Lebesby–Seidafjellet, written so that parts could enter service in 2032 and the rest in 2034. A progress plan is not reserved offtake.

Statnett’s 20 March 2026 Lebesby–Seidafjellet notice is the dated progress-plan source used here. It writes that NVE and Statnett have prepared a joint progress plan for Lebesby–Seidafjellet. The plan is written so that parts of the installation can be put in service in 2032, with completion in 2034. A joint plan is not reserved hall offtake.

The line sentence must stay a line sentence. Statnett’s project hub writes a new 420 kV line of 74 kilometres from Lebesby to Seidafjellet (Varangerbotn), in Lebesby, Tana and Nesseby, with a new station applied for in Nesseby. The stretch is written as the last part of Skaidi–Varangerbotn. Concession was applied for in December 2021, with an updated application in 2024, and the file is written as still at NVE. A file at NVE is not a granted concession.

The money-and-neighbour sentence must stay an estimate-and-neighbour sentence. The hub prints cost bands, most recently 1,510–1,750 million Norwegian kroner in the 2024 investment plan. Those kroner figures are estimates. They are not a hall price. The Energy Department’s 19 March 2026 notice lists 2032 steps on other rows — Skaidi–Lebesby, voltage upgrades at Skaidi and Lebesby, a temperature upgrade of the existing Lebesby–Varangerbotn line, and a phase shifter toward Finland — and writes that 420 kV Lebesby–Seidafjellet could be in place in 2034. It also writes that the progress plan is not a pre-judging of the concession case.

The next update would need a later primary source that names an NVE recommendation, a concession, or a reserved consumption agreement beside the 74 kilometres. Until then, 2032 and 2034 stay plan years — not reserved Varangerbotn hall capacity.

Why it matters

A 420 kV eastern-Finnmark headline is easy to file as spare Arctic hall power. The March papers are usable only if the progress plan stays a plan — not a concession and not a reservation.

What remains unknown

The papers do not grant concession, start the 2032–2034 works or name a reserved hall offtake beside Lebesby–Seidafjellet.
