Statnett’s 11 June Flesaker–Hof–Tveiten note is a 300-to-420 kV filing, not reserved Vestfold hall power

On 11 June 2026 Statnett said it had sent NVE a concession application to raise the Flesaker–Hof–Tveiten line from 300 kV to 420 kV, keeping today’s towers. A voltage-upgrade filing is not reserved offtake.

Statnett’s 11 June 2026 concession notice, with the Flesaker–Hof–Tveiten hub beside it, is the dated filing source used here. The notice writes a concession application under the Energy Act to raise the voltage on the line between Flesaker transformer station and Hof, and between Hof and Tveiten, from 300 kV to 420 kV. It also writes a station concession for works at Hof, including new station buildings and a voltage raise on the transformer. The works are written as touching land in Øvre Eiker, Holmestrand and Tønsberg, in Buskerud and Vestfold. A June filing is not reserved hall offtake.

The keep-the-towers sentence must stay a keep-the-towers sentence. The hub writes that today’s towers and conductors are to be kept. In some places the seven-metre clearance from line to terrain may not be met without smaller terrain works. Existing roads are written as being used, with helicopter if temporary winch and brake gear cannot be brought in on those roads. Today’s felling belt is written as staying the same. Those are upgrade facts. They are not a reserved megawatt.

The area-plan sentence must stay an area-plan sentence. The hub writes the line as part of the Flesaker cut, important for transfer between bidding areas NO1 and NO2. The Telemark and Vestfold area plan is written as laying up a voltage upgrade of the 300 kV grid from Bamble in the south to Flesaker in the north, as soon as possible and before 2035. A separate temperature-upgrade concession is written as having been heard by NVE with a deadline of 27 June 2025. A before-2035 plan sentence is not a live Vestfold hall.

The next update would need a later primary source that names NVE’s hearing as opened, a granted concession, or a reserved consumption agreement beside the cut. Until then, the June filing stays a 300-to-420 kV paper — not reserved Vestfold hall capacity.

Why it matters

A 300-to-420 kV Vestfold headline is easy to file as spare hall power. The 11 June note is usable only if the keep-the-towers filing stays a filing — not a reservation.

What remains unknown

The pages do not open NVE’s hearing, grant the voltage-upgrade concession or name a reserved hall offtake beside Flesaker–Hof–Tveiten.
