Metsähallitus’ 4 June 2026 Loviisa lease is a 6.6 hectare plot paper; end-2027 stays preliminary

On 4 June 2026 Metsähallitus said it had leased a 6.6 hectare plot in the Loviisa Eastern Junction area to Hyperco. Groundworks are under way. On a preliminary schedule the first phases would be operational at the end of 2027. The notice does not publish a campus megawatt. A Finnish land lease is not Fortum’s Loviisa PPA and not a Swedish hall.

Metsähallitus’ 4 June 2026 notice is the dated public-land source used here. It says Metsähallitus leased a 6.6 hectare plot in the Loviisa Eastern Junction area to Hyperco. The investment is worth several million euros, divided over several years. Several million euros is a land-and-development sentence on this paper. It is not a campus construction cost and not a megawatt.

The schedule band is preliminary. The data center’s groundworks are under way. According to the preliminary schedule, the first phases of the data center would be operational at the end of 2027. Preliminary and would be are Metsähallitus’ words, quoting Hyperco. Operational at the end of 2027 is not a commissioning certificate for 2026. The leased area sits next to the data-center project Hyperco launched last year. A neighbouring plot is not a second published megawatt.

Planning language must keep its instrument. In the local detailed plan the leased area is a block for industrial and storage buildings, which enables data centres and buildings serving energy supply. Enabling in a plan is not an energization. Metsähallitus adds that sites announced so far are located near 400-kilovolt transmission-grid substations. That is a general siting sentence about Metsähallitus plots. It is not a named Fingrid reservation for this lease.

Named Finnish rows stay on their own papers. Fortum’s Google Loviisa PPA, YIT’s FIN04 Kouvola contract, Pure DC’s Seinäjoki campus, Nebius in Lappeenranta and Google’s Vaala zoning are different issuers. A Loviisa lease does not become those envelopes. It does not become Horndal.

The next update would need a later primary source that names a megawatt, a connection agreement or a commissioning. Until then, 6.6 hectares and end-2027 stay a plot and a preliminary window.

Why it matters

A state-land lease beside a 400 kV sentence is easy to file as secured Finnish AI power. The June notice is usable only if 6.6 hectares stays a plot and end-2027 stays preliminary — not a Swedish spare-power cell.

What remains unknown

The lease notice does not publish a campus megawatt, a signed Finnish connection agreement or an energization.
