It says electricity use in Helsinki is growing quickly, driven especially by the clean transition as heating and transport electrify, while less electricity is produced locally. An early-2026 Electricity Market Act change means local and regional 400 kV networks now sit with the distribution-system operator. In Helsinki that means Helen Sähköverkko is responsible for developing the network from the main-grid connection point toward the load centres. A duty shift is not reserved offtake.

A new cable tunnel of about 4.2 kilometres is planned between Vanhakaupunki and Sörnäinen, because there is not enough room for 400 kV cables in today’s street structures.
