Norske Skog’s 27 February 2026 Halden paper is a letter of intent, not a campus

On 27 February 2026 Norske Skog said Norske Skog Saugbrugs and Green Mountain had entered a letter of intent to jointly explore the feasibility of a data centre in Halden. The Saugbrugs industrial site is the named location. A zoning process had been initiated earlier in 2026. A letter of intent is not construction and not a megawatt.

It says Norske Skog Saugbrugs and Green Mountain have entered into a letter of intent to jointly explore the feasibility of establishing a data centre in Halden. Explore and feasibility are the verbs. A letter of intent is not a construction contract and not a commissioning.

The site sentence is industrial land, not a hall. The Saugbrugs industrial site has been identified as a suitable location. Earlier this year Saugbrugs initiated a zoning process to permit data-centre operations at its industrial site. Going forward the parties will work with the municipality and local stakeholders to conclude the process in line with standard regulatory procedures. Initiated zoning is not an adopted plan and not a building permit.

Parallel paper-mill language stays a different process. The same notice says Norske Skog continues to review a rebuild of PM6 for production of SC magazine paper and kraftliner, with an update expected during the second quarter of 2026. That review is not a data-centre megawatt. Economic-benefit wording on the page — increased investment, value creation and job opportunities — is conditional could language. This article will not invent a job or megawatt figure.

Named Green Mountain rows stay on their own papers. The 20 August 2026 Undheim planned-100 MW analysis and the 8 March 2023 Hamar / TikTok contract are different sites and stages. Halden does not inherit 100 MW or 90 MW. It does not become a Swedish hall.

DataCenterSweden records 27 February 2026 as a Norwegian letter of intent and an early zoning sentence. No Swedish project identifier is attached. The next update would need a later primary source that names an adopted plan, a megawatt or a construction decision. Until then, Halden stays a feasibility paper.

Why it matters

A mill-site letter of intent with a named Nordic operator is easy to file as a Halden campus. The February notice is usable only if feasibility and initiated zoning stay process words — and if no megawatt is invented.

What remains unknown

The notice does not publish a megawatt, an adopted zoning plan, a construction decision or a grid agreement.
