Google’s Muhos page is site preparation and obtained permits, not a live Finnish hall

The 2026 timeline names the €13 billion Finland envelope and says site-preparation activities have started. That is Finnish groundwork. It is not construction of a hall and not Horndal.

Site activity is currently limited to preliminary infrastructure development, and the company says it is preparing to transition into the next phase of construction. All work is proceeding in full compliance with obtained permits. Preliminary infrastructure and obtained permits are not a commissioning certificate. They are not a Swedish planning decision.

The 2026 milestone must stay on the envelope already stored in this register. The page says Google announces plans to invest €13 billion in data centres and other supporting infrastructure in Finland, and that Google has started site-preparation activities for the new data centre in Muhos. The 9 September 2026 press notice that names Hamina, Kajaani, Muhos and Vaala for 2027–2028 remains a separate row. Restating the envelope does not turn site preparation into a 2027 hall.

Two earlier land sentences stay dated and split. In 2025 Google signed a land-use agreement with Muhos municipality to develop off-site infrastructure. In 2024 Google announced the acquisition of 2,100 hectares of land in Muhos and Kajaani for potential future data-centre development. Potential future is the page’s condition. Twenty-one hundred hectares in two municipalities is not a Muhos campus footprint and not Vaala’s later zoning area.

Heat language on the same page is circular-economy wording, not a dated offtake. Google says the investment aims to make Muhos a hub of the circular economy and that the company powers local industries by capturing and recycling waste heat. That is a general claim. It does not name a municipal buyer, a temperature or a delivered megawatt-hour. Hamina’s 80 percent design sentence and Horndal’s readiness sentence stay on their own papers. The 2009 Hamina mill opening is history, not this campus.

The next update would need a later primary source that names a hall construction start, a connection agreement or a commissioning. Until then, Muhos stays preliminary infrastructure beside the €13 billion envelope — not Horndal and not a live hall.

Why it matters

A hyperscale location page stamped in the same month as a €13 billion envelope is easy to file as a Finnish hall under construction. The September page is usable only if site preparation stays preliminary and 2,100 hectares stays a two-municipality land sentence.

What remains unknown

The location page does not publish a megawatt, a hall construction start date, a named heat offtaker or a Finnish connection agreement.
