Fortum’s 9 September 2026 Loviisa PPA is a Finnish nuclear contract, not Swedish megawatts

On 9 September 2026 Fortum published inside information: a 22-year life-extension power-purchase agreement with Google for up to 50 percent of the Loviisa nuclear plant, plus a memorandum on new generation and flexibility. That is a Finnish energy-instrument notice. It does not allocate megawatts in SE1–SE4 and it does not update Horndal.

Fortum’s 9 September 2026 inside-information notice is the dated energy-company source used here. It says Fortum and Google entered a strategic partnership in Finland whose centre is a multi-decade PPA that gives Fortum revenue certainty to continue operating Loviisa until the end of its operating licences in 2050. Without the lifetime-extension programme, Fortum says the plant — about 580 employees and about 10 percent of Finland’s electricity — could not continue beyond 2030. Those are Finnish system sentences.

The contract ramp is explicit and later. Fortum says the PPA starts in 2028 at a smaller capacity and reaches 50 percent of Loviisa’s capacity in 2030–2049. It also says the agreement is expected to enable a new 10 MW power increase on top of an already planned 38 MW uprate expected in 2028. Those megawatts are nuclear-plant output claims. They are not a hall IT-load and not a Swedish connection.

A second instrument sits beside the PPA. The companies signed a memorandum of understanding on new nuclear, renewables, flexibility and energy-portfolio services. As a first step, Fortum says it will optimize a 94 MW battery that Google has contracted, to be located adjacent to Google’s new data center in Kajaani. A contracted battery next to a named Finnish site is not a Horndal metric and not an SE2 spare-power figure.

The same-day Google €13 billion envelope remains a separate row in this wave. Fortum restates that Google announced investments in Hamina, Muhos, Vaala and Kajaani for 2027–2028. Restating the envelope does not merge the PPA, the battery and the campus list into one Swedish cell. Fortum’s existing Falun hydropower PPA with EcoDataCenter, already stored from June 2026, is a different country, plant and buyer.

The next update would be a later Fortum or Finnish-authority paper that changes the ramp, the uprate or an actual Swedish link. Until then, 50 percent of Loviisa is a Finnish contracted share, not Nordic spare megawatts.

A neighbour nuclear PPA explains how a hyperscaler is buying Finnish generation, not Swedish import. It is usable only if Loviisa output, the Kajaani battery and the €13 billion campus envelope stay on separate lines.

What remains unknown

The notice does not publish a Swedish offtake, a Finnish grid-connection paper for a named hall, or the smaller 2028 PPA volume in megawatts.
