Fingrid’s Seinäjoki–Hirvisuo page is an EIA report and hearing notice, not reserved Ostrobothnia hall power

Fingrid’s Seinäjoki–Hirvisuo project page writes that the environmental-impact report was completed in September 2026, with public meetings on 28 and 29 September. An EIA report is not a construction decision and not reserved offtake.

Fingrid’s Seinäjoki–Hirvisuo project page is the dated EIA source used here. It says Fingrid is planning a new 400+110 kV line between the Seinäjoki and Hirvisuo (Kokkola) substations, about 116 kilometres depending on the route. The statutory EIA programme was completed in November 2025, heard from 20 November to 22 December 2025, and received the permitting and supervisory authority’s opinion in January 2026. The environmental-impact report is written as completed in September 2026. An EIA report is not a construction decision.

The hearing sentence must stay a hearing sentence. The page writes open meetings on Monday 28 September 2026 in Kronoby and Tuesday 29 September 2026 in Seinäjoki. Official comments are to go to the permitting and supervisory authority according to the notice. Route alternatives have been changed after the programme stage. Those are process facts. They are not a reserved megawatt.

The timetable sentence must stay a timetable sentence. Fingrid writes that it will decide on construction only after the EIA. Field studies and general planning needed for construction are written as 2026–2028. The Finnish page writes construction in 2028–2030; the Swedish text on the same page writes 2028–2031. A post-EIA construction window is not a live Ostrobothnia hall.
