Fingrid’s 8 November Petäjäskoski–Herva note is an expropriation and a delay, not reserved Lapland hall power

Fingrid’s Petäjäskoski–Herva page writes that the government granted an expropriation permit on 8 November 2024 and that construction on the 94-kilometre stretch has been delayed from autumn 2024. A delayed start is not reserved offtake.

Fingrid’s Petäjäskoski–Herva project page is the dated expropriation-and-delay source used here. It writes a new 400+100 kV line between Petäjäskoski in Rovaniemi and Nuojuankangas in Vaala. The project is split into two design-and-build stretches, Petäjäskoski–Herva and Herva–Nuojuankangas, each with its own web page. This note is the 94-kilometre Petäjäskoski–Herva stretch only. The page writes that this section’s construction timetable has been delayed. A delayed start is not reserved hall offtake.

The expropriation sentence must stay an expropriation sentence. The government granted the expropriation permit on 8 November 2024. Field studies and general design needed for construction are written as 2022–2023. Construction of the line is estimated for 2024–2027. The page writes that construction has been delayed from the original timetable of autumn 2024. Those are works facts. They are not a reserved megawatt.

The purpose sentence must stay a purpose sentence. The page writes that grid connections now under construction will not suffice to move all electricity imported from Sweden and produced in northern Finland to southern consumption points. The project is written as enabling wind-power construction and supporting Finland’s climate targets and sufficient electricity self-sufficiency. The earlier EIA stage is written as covering the whole about 210-kilometre Petäjäskoski–Nuojuankangas corridor. North–south transfer language is not a named hall.

Why it matters

A delayed 94-kilometre Lapland 400+100 kV headline is easy to file as spare hall power. The 8 November note is usable only if expropriation and the delay stay expropriation and a delay — not a reservation.

What remains unknown

The page does not name a new construction start, put the stretch in service or name a reserved hall offtake beside Petäjäskoski–Herva.
