Fingrid’s Lieto–Raisio page is a 2026 EIA report stage, not reserved Turku-region hall power

Fingrid’s Lieto–Raisio page writes that the EIA programme was filed in October 2025 and finished in November 2025, that Lupa- ja valvontavirasto took over as coordinating authority on 1 January 2026, and that the EIA report is expected in autumn 2026. A report stage is not reserved offtake.

Fingrid’s Lieto–Raisio project page is the dated EIA-report-stage source used here. It writes a new 400+110 kV connection between the Lieto substation and a new Raisio substation to be built on the Raisio–Naantali boundary. Municipalities on the studied route are Lieto, Turku, Rusko, Raisio, Masku and Naantali, all in Southwest Finland. The table length on the page is 33 kilometres. A Southwest Finland EIA page is not reserved hall offtake.

The authority sentence must stay an authority sentence. The statutory EIA procedure is written as having started, with the programme sent in October 2025 to Southwest Finland ELY as coordinating authority. From 1 January 2026 the coordinating authority is written as Lupa- ja valvontavirasto after the national agency reform. The programme is written as finished in November 2025, with public meetings that month. The EIA report is written as expected in autumn 2026. An autumn report target is not a construction decision.

The alternative sentence must stay an alternative sentence. After the programme opinion, Fingrid writes new route alternatives into the report stage, mainly in Rusko and Raisio. Report-stage routes are written as about 56 kilometres in all, of which 44 kilometres would sit in new corridor and 12 kilometres beside existing lines. The package also writes Raisio–Haanvuori 2x110 kV and Raisio–Vatsela 2x2x110 kV. Field studies and general design are written as 2027–2029, construction as 2029–2031, after a decision that follows the 2025–2026 EIA. A 2029–2031 build window is not a live Turku hall.

The next update would need a later primary source that names the autumn 2026 EIA report as published, a later construction decision, or a reserved consumption agreement beside the new Raisio station. Until then, the 2026 report stage stays a grid paper — not reserved Turku-region hall capacity.

Why it matters

A Turku-region 400+110 kV headline is easy to file as spare hall power. The page is usable only if the 2026 report stage stays a report stage — not a reservation.

What remains unknown

The page does not publish the autumn 2026 EIA report, start 2029–2031 construction or name a reserved hall offtake beside Lieto–Raisio.
