Fingrid’s Lakeuslinja note is a Natura-derogation application, not reserved Ostrobothnia hall power

On 24 March 2026 Fingrid said it had applied for a Natura derogation for the Ullava–Alajärvi stretch of Lakeuslinja, about 700 metres from the Pilvineva site. A derogation application is not reserved offtake.

Fingrid’s 24 March 2026 Lakeuslinja notice is the dated derogation source used here. It says Fingrid is applying for a Natura derogation so a central main-grid line can be built in Central Ostrobothnia. The permit is sought for the Ullava–Alajärvi connection, which at its closest sits about 700 metres from the Pilvineva Natura 2000 site. A derogation application is not reserved offtake.

The package sentence must stay a package sentence. Lakeuslinja is written as running from Jylkkä in Kalajoki through Ostrobothnia and Central Finland toward Hikiä in Hausjärvi, about 420 kilometres, at an investment cost of about half a billion euros. Construction of the Ullava–Alajärvi stretch is written as starting in October 2026 and finishing in late 2028. The northern Jylkkä–Kukonkylä and Kukonkylä–Ullava stretches started in autumn 2025 and are written as finishing in October 2027. Southern stretches from Alajärvi to Hikiä are written as starting in autumn 2026 and finishing in 2028. Those are package facts. They are not a named hall agreement.

The enablement sentence must stay an enablement sentence. The notice writes that delivering Lakeuslinja would make it possible to connect about 1,000–2,000 megawatts of new generation and about 1,000 megawatts of new consumption to the Finnish system. That is printed TSO enablement language. It is not a reserved hall offtake and not a named tenant.

This article does not import a finished Vuolijoki–Lapinlahti stretch or a signed Finnish agreement total into a Pilvineva derogation day.

The next update would need a later primary source that names a granted Council-of-State derogation, started October 2026 works on Ullava–Alajärvi, or a reserved consumption agreement beside the 420 kilometres. Until then, the 700-metre sentence stays a derogation application — not reserved Ostrobothnia hall capacity.

Why it matters

A 420-kilometre Ostrobothnia reinforcement headline with printed megawatts is easy to file as spare hall power. The March note is usable only if the derogation stays a derogation — not a reservation.

What remains unknown

The notice does not grant the derogation, start the October 2026 Ullava–Alajärvi works or name a reserved hall offtake beside Lakeuslinja.
