Fingrid’s March Juurikkaperä–Toivila note is a reasoned conclusion, not reserved Jämsä hall power

Fingrid’s Juurikkaperä–Toivila page writes that Lupa- ja valvontavirasto issued its reasoned conclusion in March 2026 on a 97-kilometre 400+110 kV stretch, with field work from summer 2026. A reasoned conclusion is not reserved offtake.

Fingrid’s Juurikkaperä–Toivila project page is the dated EIA-conclusion source used here. It writes a new 400+110 kV connection of 97 kilometres from Juurikkaperä in Multia to Toivila in Jämsä, across Multia, Uurainen, Petäjävesi, Keuruu, Mänttä-Vilppula and Jämsä. The stretch is written as part of the Metsälinja reinforcement from Vaala toward Central Finland. A 97-kilometre conclusion page is not reserved hall offtake.

The conclusion sentence must stay a conclusion sentence. The EIA report is written as finished in November 2025. Comments to the then coordinating authority, Central Finland ELY, are written as 1 December 2025 to 30 January 2026. Lupa- ja valvontavirasto’s reasoned conclusion is written as March 2026. Fingrid writes that it decides on further design and construction after the 2025–2026 EIA. A March conclusion is not a construction start.

The field-and-endpoint sentence must stay a field-and-endpoint sentence. Field studies and general design are written as 2026–2027, with field work starting in summer 2026 and ending in autumn 2027, and general design finishing in 2027. Enersense PN Oy is named for that work. Construction is estimated in 2028–2030. After the 2024 Metsälinja EIA the Central Finland endpoint was moved from Vihtavuori in Laukaa to Toivila in Jämsä. The Vaala–Multia route choice is written as already finished and unchanged. Those are planning facts. They are not a named hall.

The next update would need a later primary source that names the summer-2026 field work as finished, a 2027 design close, or a reserved consumption agreement beside the 97 kilometres. Until then, the March conclusion stays an EIA paper — not reserved Jämsä hall capacity.

Why it matters

A 97-kilometre Metsälinja-south headline is easy to file as spare hall power. The March note is usable only if the reasoned conclusion stays a reasoned conclusion — not a reservation.

What remains unknown

The page does not finish the summer-2026 field work, close 2027 design or name a reserved hall offtake beside Juurikkaperä–Toivila.
