Fingrid’s March Hikiä–Inkoo note is a reasoned conclusion and route choice, not reserved west-Uusimaa hall power

Fingrid’s Hikiä–Inkoo page writes that the permitting and supervisory authority issued its reasoned conclusion in March 2026, after which Fingrid chose a route. A reasoned conclusion is not reserved offtake.

Fingrid’s Hikiä–Inkoo project page is the dated EIA-conclusion source used here. It writes a new 2x400 kV connection of about 110 kilometres from the Hikiä substation in Hausjärvi to the Inkoo substation. Municipalities listed on the studied routes are Hausjärvi, Riihimäki, Hyvinkää, Nurmijärvi, Vihti, Siuntio, Lohja and Inkoo. A 110-kilometre route choice is not reserved hall offtake.

The conclusion sentence must stay a conclusion sentence. The EIA programme is written as October 2024. The EIA report was heard from 3 November to 31 December 2025. The permitting and supervisory authority’s reasoned conclusion — the page names Lupa- ja valvontavirasto, formerly Uusimaa ELY — is written as March 2026. Fingrid then chose the route that goes on to further design. A March conclusion is not a construction start.

The route-and-timetable sentence must stay a route-and-timetable sentence. Between Hikiä and Passanmäki the western main alternative was chosen. Between Rämpsänkulma and Usmi the eastern alternative was chosen. From Passanmäki to Kopula in Siuntio the new line is written as sitting mostly south of the existing 400 kV line. From Kopula to Inkoo the western alternative via Lohja was chosen, mostly beside the existing 110 kV line. Next come field studies and pole locations, with landowners to be contacted in person. Construction is written as the early 2030s. An early-2030s build window is not a live west-Uusimaa hall.

The next update would need a later primary source that names an expropriation permit, construction in the early 2030s, or a reserved consumption agreement beside the 110 kilometres. Until then, the March conclusion stays an EIA paper — not reserved west-Uusimaa hall capacity.

Why it matters

A 110-kilometre 2x400 kV headline toward Inkoo is easy to file as spare capital-region hall power. The March note is usable only if the reasoned conclusion stays a reasoned conclusion — not a reservation.

What remains unknown

The page does not grant expropriation, start early-2030s construction or name a reserved hall offtake beside Hikiä–Inkoo.
