Fingrid’s 7 November Herva–Nuojuankangas note is an expropriation and construction start, not reserved northern hall power

Fingrid’s Herva–Nuojuankangas page writes that the government granted an expropriation permit on 7 November 2024 and that construction on the 117-kilometre stretch began in late 2024. A construction start is not reserved offtake.

Fingrid’s Herva–Nuojuankangas project page is the dated construction source used here. It writes a new 400+100 kV line between Petäjäskoski in Rovaniemi and Nuojuankangas in Vaala. The project is split into two design-and-build stretches, Petäjäskoski–Herva and Herva–Nuojuankangas, each with its own web page. This note is the 117-kilometre Herva–Nuojuankangas stretch only. Construction on that stretch is written as having started in late 2024. A construction start is not reserved hall offtake.

The expropriation sentence must stay an expropriation sentence. The government granted the expropriation permit on 7 November 2024. Construction is written as finishing in autumn 2027. Enersense PN Oy is named as the contractor. Those are works facts. They are not a reserved megawatt.

The purpose sentence must stay a purpose sentence. The page writes that grid connections now under construction will not suffice to move all electricity imported from Sweden and produced in northern Finland to southern consumption points. The project is written as enabling wind-power construction and supporting Finland’s climate targets and sufficient electricity self-sufficiency. North–south transfer language is not a named hall.

The next update would need a later primary source that names the stretch in service in autumn 2027, or a reserved consumption agreement beside the 117 kilometres. Until then, the November permit stays a north–south transfer paper — not reserved northern hall capacity.

Why it matters

A 117-kilometre northern 400+100 kV construction headline is easy to file as spare hall power. The 7 November note is usable only if expropriation and construction stay expropriation and construction — not a reservation.

What remains unknown

The page does not put the stretch in service in autumn 2027 or name a reserved hall offtake beside Herva–Nuojuankangas.
