Fingrid’s February Helsinki 400 kV permits are urban cable works, not reserved capital-region hall power

Fingrid’s Helsinki 400 kV cable page says February 2025 permits opened construction in Hallainvuori and Kivikko on the 12-kilometre Länsisalmi–Vanhakaupunki route, due to finish in 2026. A permit-and-works note is not reserved hall offtake.
Fingrid’s English Helsinki 400 kV cable page is the dated works source used here. It writes a 12-kilometre cable, in the building state, from the Länsisalmi substation in Vantaa to the new Vanhakaupunki substation in the Viikinranta energy block in Helsinki, in cooperation with the City of Helsinki and Helen Sähköverkko. The connection is to be completed in 2026. A building-state page is not reserved offtake.
The February sentence must stay a February sentence. Permits to start construction works were obtained in February 2025 for Hallainvuori and the Kivikko forest. Works began with tree removal in the expropriated cable corridor, and rock drilling under Kivikko’s cultural-historical area also started in February. Those are works facts. They are not reserved megawatts.
The money sentence must stay a historic-investment sentence. In December 2022 Fingrid decided to invest more than 100 million euros in the cable connection. That is a printed 2022 investment figure. It is not a 2025 hall price and not a reserved campus offtake.
Related grid notes stay on their own pages. Helen Sähköverkko’s Helsinki 400 kV duty-and-tunnel page, Helen and OnZero’s heat note and other capital-region papers are different dates and different instruments. This article does not import a DSO tunnel plan or a signed heat volume into a February 2025 permit week.
DataCenterSweden records February 2025 as Fingrid’s Hallainvuori and Kivikko permit-and-start window on the Helsinki 400 kV cable. No project identifier is attached. The next update would need a later primary source that names a completed 2026 connection, a commissioned Vanhakaupunki station or a reserved consumption agreement beside the 12 kilometres. Until then, the February permits stay urban cable works — not reserved Helsinki hall capacity.
Why it matters
A 12-kilometre Helsinki 400 kV cable headline is easy to file as spare capital-region hall power. The February permits are usable only if the works stay works — not a reservation.
What remains unknown
The page does not commission the 2026 connection, declare Vanhakaupunki live or name a reserved hall offtake beside the cable.
