Fingrid’s 18 February Anttila–Länsisalmi note is a reasoned conclusion, not reserved capital-region hall power

Fingrid’s Anttila–Länsisalmi page writes that the permitting and supervisory authority issued its reasoned conclusion on 18 February 2026, after which Fingrid chose a route. A reasoned conclusion is not reserved offtake.

Fingrid’s Anttila–Länsisalmi project page is the dated EIA-conclusion source used here. It writes a new 20-kilometre 400 kV connection from the Anttila substation on the Sipoo–Porvoo boundary, through Sipoo and Helsinki, to the Länsisalmi substation in Vantaa. The Finnish page names Länsisalmi; the Swedish text on the same project writes Västersundom. A 20-kilometre route choice is not reserved hall offtake.

The conclusion sentence must stay a conclusion sentence. The EIA programme is written as October 2024, the EIA report as October 2025, the report hearing as 20 October–18 December 2025, and the permitting and supervisory authority’s reasoned conclusion as 18 February 2026. Fingrid then chose the route that goes on to general design. A reasoned conclusion is not a construction start.

The timetable sentence must stay a timetable sentence. Next comes general design, pole locations and field studies, with landowners to be contacted by letter, the Swedish text writing autumn 2026 for that contact. During general design Fingrid is to apply to the government for an expropriation permit. Construction is written as 2028–2030. A 2028–2030 build window is not a live Helsinki hall.

The next update would need a later primary source that names an expropriation permit, construction in 2028–2030, or a reserved consumption agreement beside the 20 kilometres. Until then, the February conclusion stays an EIA paper — not reserved capital-region hall capacity.

Why it matters

A 20-kilometre 400 kV headline into Vantaa is easy to file as spare capital-region hall power. The 18 February note is usable only if the reasoned conclusion stays a reasoned conclusion — not a reservation.

What remains unknown

The page does not grant expropriation, start 2028–2030 construction or name a reserved hall offtake beside Anttila–Länsisalmi.
