Ellevio’s Torslanda–Björkö paper is a 52 kV archipelago consultation, not reserved Gothenburg hall power

Ellevio’s 13 February 2026 consultation paper, with comments due 20 March 2026, describes two new 52 kV circuits from Torslanda station to Björkö. An archipelago reinforcement paper is not reserved hall offtake.
Ellevio’s 13 February 2026 Torslanda–Björkö consultation paper is the dated archipelago source used here. It says Ellevio plans to reinforce the grid to Gothenburg’s northern archipelago with four new 52 kV construction-voltage lines. This paper covers the two circuits lettered JL42 and JL43 between Torslanda station in the City of Gothenburg and Björkö station in Öckerö Municipality, mainly as underground cable and submarine cable. A shorter overhead stretch on Björkö has been studied. Comments were due 20 March 2026. A consultation paper is not a granted concession.
The neighbour sentence must stay a neighbour sentence. Two further circuits, JL40 and JL41, are planned from Torslanda to Hönö station and are written as a separate consultation. When the new 52 kV lines to Hönö are in service, the existing 24 kV circuits ÖL 1, ÖL3 and ÖL 22 from Torslanda via Hjuvik toward Hönö are intended to be demolished. The existing 24 kV circuit to Björkö, ÖL 21, is written as remaining in service even after the new Björkö lines are commissioned. Those are circuit facts. They are not a reserved hall megawatt.
The landfall sentence must stay a landfall sentence. The preferred description runs as underground cable from Torslanda station to a landfall at Sandenviken, a submarine cable to a landfall at Sörgårdskile, then a short underground stretch to Björkö station. Preliminary detailed design is written as 2027–2028 and construction as 2030–2031. A water-activity dialogue with the Västra Götaland County Administrative Board is written as 22 January 2026. Landfalls and a 52 kV construction voltage are not a live Gothenburg hall.

This article does not import a Hönö comment window or a signed heat volume into a Björkö consultation paper.

The next update would need a later primary source that names a filed concession, started 2030 works, or a reserved consumption agreement beside the landfalls. Until then, JL42 and JL43 stay an archipelago consultation — not reserved Gothenburg hall capacity.
Why it matters
A new 52 kV pair toward Björkö is easy to file as spare west-coast hall power. The paper is usable only if the archipelago circuits stay archipelago circuits — not a reservation.
What remains unknown
The paper does not file a concession, start 2030–2031 works or name a reserved hall offtake beside the Sandenviken and Sörgårdskile landfalls.
