Cinia’s PACS paper is a pan-Arctic memorandum, not a live cable and not Polar Connect

On 18 February 2025 Cinia said six European parties had signed a memorandum of understanding to collaborate on a Pan-Arctic Cable System, with an ambition to be ready for service in the early 2030s. An MoU is not a built cable.

Cinia’s 18 February 2025 PACS note is the dated memorandum source used here. It says Cinia Oy, NORDUnet A/S, Tusass A/S, the Dutch Subsea Cable Coalition, GlobalConnect AB and Tampnet AS have signed a European memorandum of understanding on a Pan-Arctic Cable System. An MoU is not a built cable.

The route sentence must stay an ambition sentence. The parties write an ambition to create new critical routes between Europe and Asia via the Arctic and North America. Ready-for-service is printed as the early 2030s, with some parts of the system planned to be in service earlier. An ambition and a decade window are not a landing-station list and not a live pair.

The collaboration sentence must stay a collaboration sentence. Planned work is written as technical and architectural planning, sales and marketing, funding, vendor strategy, cooperation with other parties and a possible joint European entity. Those are process items. They are not a construction contract and not a Cable Project of European Interest label already granted. The note only says PACS aims to fulfil the conditions for that label.

This article does not import a research-and-education polar route or a Baltic repair into a PACS memorandum day.

The next update would need a later primary source that names a funded build, a landing station, a ready-for-service date that is not only the early-2030s ambition or a granted European-interest label. Until then, PACS stays an MoU — not a live Arctic cable.

Why it matters

A pan-Arctic cable headline that names six operators is easy to file as Polar Connect or as a live Europe–Asia pair. The February note is usable only if the memorandum stays a memorandum — not a commissioned system.

What remains unknown

The note does not name landing stations, fund a build or say any PACS segment is already in service.
