An environmental report is not self-monitoring — MB 26:20 is a later 31 March filing

Reading order

Name the report before you name the week. A miljörapport is an annual filing to the supervisory authority under chapter 26 section 20 and NFS 2016:8. Egenkontroll is the running operator-control desk already owned on another page. A sustainability brochure and a campus ESG slide are other papers. Write which calendar year, which SMP receipt and which supervisory authority you actually have before you say the hall “has filed.”

Then keep who must file on its own row. NFS 2016:8 section 1, after NFS 2025:6, lists more than the classic permit-duty operator: also an operator ordered to apply for a permit, certain non-permit operators under the European Pollutant Release and Transfer Register, certain public wastewater networks, and the particulars that ordinance (1998:899) section 31 c asks for. A slide that says “every hall files” has not shown which of those five doors the file sits on.

Then keep the 31 March clock and the delay on separate rows. Section 6 is a receipt clock, not a draft clock. A one-month delay is only for sections 4 and 5 a. Other particulars may wait three months if special reasons are shown. The delay sentence does not apply to the reports in section 1 point 2. A contractor e-mail that says “we will be a bit late” is not that grant.

Then keep named project rows as paper classes. Microsoft names Gävle, Sandviken and Staffanstorp. EcoDataCenter names Falun. Google names Horndal. atNorth’s SWE04 note names Sollefteå. evroc names Arlandastad. None of those pages is a section 6 SMP receipt or a section 5 conditions table for a named Swedish hall.

What the report actually measures

The report measures a year’s operation against the permit conditions, not a reserved hall megawatt. NFS 2016:8 section 5, for permit-duty activities, asks for a short description of the activity and its main effects, the dated permit decisions, other Environmental Code decisions, the supervisory authority, permitted and actual production or another measure of scale, how each condition was met, a commented summary of measurements, significant measures for operation and maintenance, incidents, raw-material and energy use, substitution of chemical products, and waste. Those rows are a statute list. They are not a campus brochure.

A first-time extra row measures a later amendment, not a hall category. NFS 2025:6 adds section 5 l for certain C-notification irrigation activities under the Environmental Assessment Ordinance. Naturvårdsverket’s chapter 26 page says those particulars cannot be given through SMP and shall use a separate spreadsheet, with a copy to Naturvårdsverket, first for the report due by 31 March 2026. That door is about reused wastewater for farm irrigation. This page will not treat a hall as sitting on it.

A portal measures a filing path, not an approval. The guidance says SMP-Hjälp explains how to start work in the portal and how the parts are filled in. A screenshot of a login is not a section 6 receipt. Completions must also go through SMP or the directed path.

Keep egenkontroll and the sanction charge off this row. The self-monitoring page already owns the running control programme. The environmental-sanction page already owns ordinance (2012:259). A missing report can later sit on that charge desk. This page will not invent a kronor figure or a count of Swedish operators.

What named primary sources show

The consolidated NFS 2016:8 PDF, NFS 2025:6 and Naturvårdsverket’s 26 January 2026 guidance remain the dated agency desks for who files, the calendar year, the 31 March clock and the SMP door. Keep those objects attached to Environmental Code chapter 26 section 20. Do not invent a data-centre paragraph or a national operator count.

The self-monitoring page and the environmental-sanction page remain other desks. Named operator rows remain land and event papers. They do not, in the files used here, name an SMP receipt for a named Swedish hall.

A matrix instead of an ESG slogan

Draw one page with paper rows and evidence columns. Permit duty, NFS door, calendar year, 31 March receipt, SMP path, egenkontroll and a sanction charge are different rows. Which authority, which year and which receipt are different columns. Empty cells stay empty.

Do not invent a Swedish hall filing week from a sustainability slide.

Common misreads

The first misread is to treat egenkontroll as the annual report. Those are different desks. The second is to treat a sustainability brochure as section 5. The third is to treat a login screenshot as a 31 March receipt.

The fourth is to put a hall on the 5 l irrigation door. The fifth is to invent a national operator count. The sixth is to use a campus town as proof that a dated SMP filing already exists.

What to ask next

Ask which dated paper anyone is quoting — a section 6 SMP receipt, a section 5 conditions table, an egenkontroll programme, a sanction charge, or only a slide — and which calendar year it names. Ask whether a permit-duty door has actually been shown.

Then open the self-monitoring page, the environmental-sanction page and the environmental-permit hub. If the operator will not name the receipt and the year, record the gap. Do not fill it from an ESG slogan. This page is not legal advice.

This page proves that Naturvårdsverket already publishes the miljörapport as an annual chapter 26 filing through SMP by 31 March — and that those facts are not a reserved hall megawatt.

It does not prove that a named Swedish hall holds a dated receipt. It does not invent a filing week for Horndal or Arlandastad. It does not treat a campus press note as section 5.
