An A/B/C letter is not a hall chapter — MPF 2013:251 names the duty, not the megawatt

Reading order

Name the listed activity before you name the letter. Chapters 2 to 32 are industry chapters — agriculture, fuels, electricity heat and cooling, waste, laboratories and the rest. Section 14’s verksamhetskod attaches to a described activity, not to a building type. A slide that says “a hall is B because it is large” has not shown a paragraph. Write which chapter and which threshold, if any, the file is using before you say A, B or C.

Then name the duty. Section 3 forbids pursuing a listed permit activity without the chapter 9 section 6 permit. Section 10 forbids pursuing a listed notification activity without a notification to the supervisory authority. Naturvårdsverket’s page says the letter follows surroundings impact, activity type and size. Other activities that are not listed still follow the Environmental Code; the municipal environment office still supervises them. A “we are U, so nothing applies” slogan has not shown that residual duty.

Then keep a change on its own row. Section 4 says a change of a permitted activity also needs a permit if the change itself is a listed permit activity, or if the change alone or with earlier changes can be assumed to have a significant environmental impact under the environmental-assessment ordinance. Section 11 adds a notification duty for certain changes that are significant from a disturbance point of view. Those doors are not a new hall chapter.

Then keep named project rows as paper classes. Microsoft names Gävle, Sandviken and Staffanstorp. EcoDataCenter names Falun. Google names Horndal. atNorth’s SWE04 note names Sollefteå. evroc names Arlandastad. None of those pages is a matched verksamhetskod, an A application, a B delegation decision or a C notification for a named Swedish hall.

What the letter actually measures

The letter measures a first-instance inbox, not a severity slogan. A is the land and environment court. B is the county environmental-assessment delegation. C is a notification to the supervisory authority, usually the municipality. Naturvårdsverket writes that a C activity can still be tried by the county board or the court if it sits inside a permit activity, if the operator chooses a voluntary permit, or if the supervisory authority orders a permit application. Those later doors are not a hall upgrade path on a brochure.

A verksamhetskod measures reporting, not a reserved megawatt. Section 14 says the code is there to help reporting and data handling. Section 15 says a code marked “-i” is an industrial-emissions activity under the industrial-emissions ordinance. This page will not invent a data-centre code. If a hall file also holds generators, fuel storage, cooling-water take or waste handling, each of those listed activities keeps its own paragraph.

Statistics sit on their own row. Section 18 says Naturvårdsverket shall receive, compile and analyse figures on first-instance permit cases at the court or the delegation and report an analysis to the government by 15 May each year. Those tables are mixed environmental files. They are not a Swedish hall average.

What named primary sources show

Miljöprövningsförordning chapter 1 sections 1, 3, 4, 6, 10, 11, 14, 15 and 18 remain the ordinance. Naturvårdsverket’s notification-and-permit page remains the dated agency desk for the A/B/C reading and the national activity counts.

Those pages do not, in the files used here, name an A, B or C decision for a named Swedish hall. Named operator rows remain geography.

A matrix instead of a hall chapter

Draw one page with paper rows and evidence columns. Listed activity, A inbox, B inbox, C notification, residual Code duty and a later change are different rows. Which paragraph, which threshold and which date are different columns. Empty cells stay empty.

Do not invent a Swedish hall verksamhetskod from NV’s national counts.

Common misreads

The first misread is to treat building size as the letter. The ordinance lists activities, not halls. The second is to treat C as “only a form” with no residual Code duty. The third is to collapse this letter into the six-week C-clock. The fourth is to invent a data-centre chapter or a hall verksamhetskod.

The fifth is to treat NV’s six-thousand and twenty-thousand counts as a hall census. The sixth is to treat a voluntary permit slogan as section 4. The seventh is to use a groundbreaking in Luleå, Falun, Horndal or Arlandastad as proof that a named A, B or C object already exists.

What to ask next

Ask which dated paper anyone is quoting — a matched paragraph, an A application, a B decision, a C notification, or only a contractor note — and which activity it names. Ask whether generators, fuel, water or waste have their own rows.

Then open the C-notification-clock page, the EIA page and the sequencing page. If the operator will not name the listed activity and the letter, record the gap. Do not fill it from a hall-chapter slogan. This page is not legal advice.

This page proves that the miljöprövningsförordning already writes A, B and C as first-instance duties on listed activities, and that Naturvårdsverket already publishes that reading — and that those facts are not a reserved hall megawatt.

It does not prove that a named Swedish hall holds a matched code. It does not invent a data-centre chapter. It does not treat NV’s national counts as a hall census.
